My vision of Africa Today

Since 1977 , I have been engaged in the continent : Cote d’ivoire as an expert of the French Cooperation , I served at the Ministry of Agriculture in Cote d’ivoire as Director of Rural Statistics.

I came back often along my career in the country, as Air France Vice-President to negotiate the restructuring of Air Afrique in 2003, as Lazard senior Advisor to restructure the debt of the country vis a vis The World Bank in 2005 and more recently to re-engage World Bank Group after civil war in 2010.

As MIGA Officers , we were proud to help sponsors to close three emblematic operations : Azito combined cycle extension in 2010, Henri Konan Bedié Toll bridge in 2012 and Foxtrot gas platform extension in 2013.

Apart from Cote d’ivoire , I worked for Tunisian Government in the banking sector in 1999, for IMF as Fiscal Affair Department (FAD) expert for Algerian Government in 2014, for Moroccan Government to privatize Comanav and to restructure OCP Balance sheet.

My vision of Africa today is that there is no fatality for poverty, countries having accepted to face redistribution challenges through fiscality are now on track for development.

This is probably the biggest challenge of this continent: to transfer GDP growth to revenue growth.

That’s the reason why I work now a lot in education , housing for example: it is time to give African citizens the education they deserve, it is time to give African citizens the housing they deserve…

World Bank Project : Foxtrot platform extension (2013) $

Guaranteing the financing of the extension the Foxtrot platform to allow Cote d'Ivoire Government to benefit a safer resource in Gas

Restructuring of OCP Balance sheet (2005) $

Advising Governement of Morocco on the best way to transfer in a safe way 30 Bn Dirham pension liability to the National Pension system.

Restructuring of Cote d’ivoire Debt (2005) $

Cote d'ivoire had a unpaid debt vis a vis World Bank (800 M USD) which prevented the country to benefit WB loans. Government mandated Lazard to reimburse these arrears.

I first met Louis in 2005 when he was a senior banking executive with a Lazard Frères (Paris). He occupied the position of Advisor to the Government of Cote d'Ivoire. I was at that time Country Director for the World Bank, and my dealings with the Minister of Finance made me aware of the (...)
